Impoverished persons can utilize the public Internet access points that already exist such as public schools, public libraries, etc. Countries with a high level of Internet penetration will obviously benefit from PDO first.
I am currently trying to form partnerships with Nicholas Negroponte's $100 laptop program, Ncomputing, and One Economy to bring low cost computing hardware and internet access to impoverished persons within the US.
Also I am organizing an inter-faith movement that I call "Spiritual Unity" through which I aim to organize and help fund churches, mosque, synagogues, temples and any other religious institution to set up public access computing centers within their various institutions and onsite training staff, to provide basic computing training for impoverished persons. After all, are there any religions that say "don't feed children?"

In order to protect the at risk children on the Poverty's Demise.org charity platform, but still allow donors and recipients to develop an online relationship PDO encourages recipients to upload real pictures of themselves while our database automatically assigns each recipient a FAKE NAME and FAKE LOCATION to prevent potential pedophiles from locating vulnerable children.
NOTE: all communications between adults and children will be controlled through pre-programmed conversational snippets created by PDO. There will be no free text communication between adults and children.

Poverty's Demise .Org is more than just a charity platform. Poverty's demise .org is actually a development tool that can be utilized to spur economic development in the poorest areas of the world.
Essentially the donors on this platform are sharing their economic buying power with the poorest citizens of our world via PDO's "Universally Redeemable Electronic Gift Certificates."
Corporations that market eco-friendly & health conscious products and/or services will want to earn additional sales revenues being transferred from generous donors to impoverished citizens via the Poverty's Demise .org charity platform.
The catch is that the additional sales revenues will be in the hands of the world's poorest citizens....
This means that corporations will have to invest into infrastructure development in extremely poor countries in order to collect on the additional sales revenue opportunity created by Poverty's Demsie .org (i.e. recipients need stores at which to redeem their donated "Universally Redeemable Electronic Gift Certificates).
Corporations need supply roads, clean water supplies, and electricity in order to sell their products & services in any country.

At full strength, PDO will be able to cover admin costs by accruing a % of interest from the Support Accounts, Savings & Tuition Accounts, and Good Deeds Accounts. As one can imagine when PDO's user base rises into the millions of users our account balances will become quite substantial.
Also, because PDO is an open source platform PDO will be able to maintain minimum staff levels. PDO's other revenue earning market activity will assist in covering operation costs as well.
For example banner ads and other ad space on the Donor portal for selected partners that sell eco and health conscious products will be worth millions of dollars in annual revenue. Craigslist.org only has a staff of 25 people. I currently target less than 50 full time staff for PDO headquarters.

The screening process for Recipients will also be based on already standard economic measures of social welfare needs that are currently used by the government and many other nonprofit organizations. PDO shall require proof of identity, proof of address, most recent tax returns, paycheck stubs, certification letters from food pantries and homeless shelters, and so forth.
Only after PDO verifies a Recipient's stated need and relative documents do we activate the relevant social welfare function on that Recipient's user profile. For example after a Recipient gives a notarized copy of a lease agreement and other materials, and PDO completes verification... then the "Rent Assistance" function would become available for donors to direct funds towards...

Via a simple shopping cart function donors can choose exactly which aspects of a child's social welfare that they wish to support for instance health insurance, daycare hours, and groceries to name a few items. To empower recipients against the perils of extreme poverty, Poverty's Demise .Org encourages recipients to volunteer their time and develop employment skills with PDO recognized charities around the country.
The "Good Deeds" account is a unique corporate donation matching program that allows volunteers to redeem hours for Goods Deeds done in their communities in exchange for scaled corporate donation in the volunteer's name that can be transferred to the volunteer's selected V-children.
In unemployed Recipient households this feature allows recipients to maintain at least a subsistence level of living by performing good deeds for the community instead of being forced to commit crime to survive.

In the early phases, PDO will establish a Pilot Program in New York City. I am currently pursuing a partnership with Mayor Bloomberg's "Opportunity NYC" which is essentially an "offline" precursor of PDO and demonstrates a strong precedent for financial incentive based anti-poverty programs. After the technical hurdles of PDO operations have been tested and debugged during the pilot program, PDO will begin a national campaign to register both recipients and small business partners.
During development all progress will be posted to the Internet so that other teams of web developers in other geographical locations can download and augment code as necessary to establish localized versions of PDO in other countries with enough Internet penetration to support the system.
Regardless of national boundaries all of the PDO systems must eventually be fully integrated in the future.
