Function Notes:
As PDO recipients volunteer their time and recieve donations from PDO corporate partners via their Good Deeds account, they can then apply those funds to social welfare related items by using this nifty little function.

Note: Not only can recipients make donations to their own child's well being, but they can also make offline donations or previously purchased social welfare items (clothing, kitchen goods, etc.) to other PDO recipients with lower "Risk Ratings" in the PDO database.
