Function Notes:

In this function, Poverty's Demise.org seeks to combat the spread of infectious disease by creating an economic incentive for users to be screened bi-yearly.

For example, a corporation agrees to donate to Poverty's Demise.org $500 in the recipient's name, in exchange for the recipient being confirmed as having been fully screened for disease biannually.

A poor recipient could potentially add $1,000 per year towards their own social welfare by being socially responsible.
